This is what is a child says when parents do not kill themselves in providing for a child's often materialistic desires, often translated as look good or leveled to school peers and hopefully avoiding the attention of bullies. People like to cast neglect as a parent not providing food, clothing, shelter (in several contexts), supervison and "love" as defined by society. I think I am correct to say that modern concepts of these "necessities" would look wildly inflated to past generations where families lived in shanty-town shacks and girls had a "Sunday" dress and the worn-down former Sunday dress to wear during the week. Most children live in conspicuous opulance compared to children of ages past and yet the lack of expensive athletic shoes socialized by school norms or volumous food choices leading to gross obesity constitutes a label of "neglect" that would flabberghast our ancestors.
